THE ANNUAL TAX CONFERENCE

TOWARDS A FAIR AND EFFICIENT TAX SYSTEM?

Organised by the Malta Institute of Taxation under the Patronage of Hon. Minister for Finance and Hon. Shadow Minister for Finance

This full-day International Tax Conference will be an opportunity to hear from a number of professional local and foreign speakers, leading experts in their field, who will deliver presentations on current topics in the field of taxation, involving both direct and indirect taxation.

The high caliber foreign guest speakers will include Dr. Christian Amand, the former Chairman of the VAT and indirect taxation subgroup of the Confederation Fiscale Europeenne (CFE).  He is actively involved in the 'EU VAT Forum' at the European Commission, assisting in the dialogue between national VAT authorities, business and VAT advisers to find practical solutions within the current framework of European VAT legislation.  His presentation will review VAT exemptions on gambling and financial services and the modernization of the cross-border EU movements of goods and services.

Another high profile speaker will be Prof. Piergiorgio Valente, the Confederation Fiscale Europeenne Chairman of the Fiscal Committee.  He is also a member of BUSINESSEUROPE's Tax Policy Working Group, an Extended Bureau member of the Taxation and Fiscal Policy Committee of the Business and Industry Advisory Committee to the OECD and also chairs the IAFEI International Tax Committee.  Prof. Valente will use this Conference as a platform to provide a deep insight into the new Institutional Tax Framework within the EU.

Other topical issues will also feature during this Conference, including the anti-avoidance directive, the new Common Reporting Standard (CRS) (based on the Foreign Account Tax Compliance Act in the US) which local financial institution had to implement this year, the Malta Budget 2016 amendments, recent developments in VAT affecting Maltese industry as well as Transfer Pricing in relation to BEPS.  The latter is certainly the hottest topic being debated across the EU.  Participants will have every opportunity to contribute toward the discussion.

Christian AmandDr. Christian Amand - VAT in the Internal Market

Mr. Christian Amand is a member of the Bar of Brussels and partner if Xirius.  He has a law degree from the Universite Catholique de Louvain (1977).  He has gained extensive experience in indirect taxation and in VAT issues in particular, first as a tax adviser with major audit firms and later as a lawyer specialised in VAT. He chiared the VAT and indirect taxation subgroup of the Confederation Fiscale Europennee (CFE) from 2008-2012 that represents tax advisers and lawyers specialised in taxation at the European Institutions.  He is currently involved with the 'EU VAT Forum' at the European Commission which is deviloping an on-going dialogue between national VAT authorities, business and VAT advisers to find practical solutions within the current framework of European VAT legislation.

Piergiorgio Valente is Professor of EU Tax Law at the Link Campus University in Rome.  He is the Founding and Managing Partner of Valente Associati GEB Partners.  Piergiorgio has acquired extensive and specialised experience within the various areas of International Tax, Tax Litigation, Tax Strategy and Tax Control. He is Chairman of the Fiscal Committee of the Confederation Fiscale Europeenne (CFE) . Chairman of the International Tax Committee of the International Association of Financial Executives Institutes (IAFEI) and Extended Bureau Member of the Taxation and Fiscal Policy Committee of the BIAC (Business and Industry Advisory Committee to the OECD).

Dr. Neville Gatt - Withholding Taxes under Maltese Law: A matter of efficiency over fairness?

Partner and Director of Tax Services at PricewaterHouseCoopers.  Graduated in law from the University of Malta in 1993 and joined the firm in 1994 after specializing in International and EC Taxation at the University of London.  Was seconded to the International Tax Services Group within the London office in 1998.  Lecturer and examiner at the University of Malta and has also lectured at the Malta Institute of Accountants and at the Chartered Institute of Bankers.

Mr. Marc Alden - Automatic exchange of information: A drive towards global tax transparency.

Marc joined Deloitte in 1994 immediately after graduating in Accountancy from the University of Malta.  Following an initial period within the audit function of the firm, he moved to the tax function where he was actively involved int he developments of the firm's international tax practice.  Marc assumed leadership of the Tax Service Line on 1st January 2014.

After graduating as a lawyer from the University of Malta, Conrad pursued his studies in the Netherlands, graduating Master of Laws in International Taxation from the University of Leiden.  Leader Cross Border Tax and International Tax with Deloitte, Malta.  Conrad is the firm's leader for Cross-Border Tax with responsibility for the leadership of International Tax Services, Mergers and Acquisitions and Transfer Pricing within the firm's practice.
