The course will be held on 1st and 2nd September 2025.

This course provides a comprehensive overview of Qualified Intermediary (QI) and Non-Qualified Intermediary (NQI) concepts, focusing on the key differences, roles, and responsibilities of each designation. Participants will gain a thorough understanding of Chapter 3 of the U.S. Internal Revenue Code, including its regulations on withholding and reporting for foreign persons. The course also explores the practical implications of these regulations on team workflows, emphasizing compliance and the risks of non-compliance. Through interactive case studies, attendees will develop strategies for managing compliance, mitigating risk, and effectively applying their knowledge of QI/NQI roles and Chapter 3 regulations in real-world scenarios.

He has also authored 10 books (including two second editions) on various aspects of tax, technology, and regulation in financial services, making him one of the leading authorities in the world of tax.

Ross is a member of several influential industry committees including ISO20022 Securities Evaluation Group (“SEG”) sub-committees on corporate actions, fund management and proxy voting. Ross was an expert witness to the European Commission FISCO group in 2009 and was a member of the European Commission’ Tax Barriers Business Advisory Group and edited its final report in 2013, Ross has also been called as an expert witness (for the plaintiff) in one of the recent high–profile tax abuse cases.
