Pre-Budget Consultation Document 2025

The Minister for Finance has launched the Pre-Budget Consultation Document 2025
Chapter 2 of the document, under the heading ‘Ensuring Sustainability in Public Finances’, provides an update on the programme for the modernisation of the Maltese Tax and Customs Administration, including:
- the implementation of a digitised Integrated Tax and Customs Administration System
- the implementation of an AI project through the use of the SAS system which is intended to enable the MTCA profile taxpayers, and thereby to identify patterns, detect anomalies, and focus on high-risk areas more efficiently.
- A review of the Revenue Management Acts, including those for Customs, to develop one Consolidated Revenue Management Act.
- The setting up of a Large Taxpayers Office that will provide support and monitor large taxpayers and High Value Network Individuals (HVNI).
The document also explains how Malta is obtaining EU support under the Technical Support Instrument (TSI) – the EU programme that provides tailor-made technical expertise to EU Member States to design and implement reforms. Malta has secured support for 4 projects:

- Strengthening tax compliance through the implementation of real-time reporting in Malta;
- Enhancing quality and use of tax information exchanged between Member States in the context of DAC;
- Enhance strategic tax administration reforms through the Tax Administration Diagnostic Assessment Tool; and
- Building capacity in Cyprus and Malta to fight aggressive tax planning.
