MIT hosts 2023 Annual Tax Conference

The MIT hosted its 2023 Annual Tax Conference over three days – 28 September, 20 October and 14 November.

With the overarching theme of ‘Change’, this 3-part event addressed the significant changes taking place both at a global level and domestically, and the impact of these changes for businesses and tax professionals.

The theme of the September event of the Conference was Delivering Transformation, which was opened with a key note address by Mr Joseph Caruana, Commissioner for Tax & Customs on the Malta Tax & Customs Strategic Plan 2023-2025. This was followed by two panel discussions, the first addressing the implementation of the strategy from a compliance and efficiency perspective and the second addressing company and enforcement.

The October session of the conference looked at topical legislative proposals and developments, with insights into EU BEFIT package provided by guest speakers from KPMG’s EU Tax Centre, Raluca Enache and Marco Dietrich, followed by two panel discussions which focused on domestic legislative developments most of which are driven by Malta’s international commitments.

The Conference’s flagship event held on 14 November 2023 shifted the focus to the landmark changes taking place on the international stage with the introduction of Pillar II and the concept of a global minimum tax. Under the theme of ‘Malta’s Tax System in a Changed World’, the first panel discussion of the day looked at the drivers influencing the evolution of Malta’s Tax System, discussing the challenges that Malta faces and how we might expect these to be addressed. This was followed by a key note address on the  impact of Pillar II on Corporate Tax Incentives by guest speaker Vikram Chand, Professor of Law with the University of Lausanne, followed by a panel discussion on reframing tax incentives in the wake of the Global Minimum Tax.

The event of the 14th November marked the 75th Anniversary of the Malta Income Tax Act. To honour this milestone, the session was opened with an homage to the Income Tax Act on the 75th Anniversary of its enactment, delivered by Dr Robert Attard.
